Does this mean that if I became a director of a business and stole loads of money and then resigned I can't be investigated?

Good Riddance to bad rubbish.

I am just annoyed that despite having evidence to bring down Blatter, he didn't have the bottle to follow through.

FIFA are forcing the real ruling powers (the clubs) away from them. If these financial rules become a problem, which they will be for the likes of Barcelona as well as man city and chelsea, expect the big boys to start a league of their own.

Then just watch the sheep follow.

I hope they do start a new League, then maybe we can get back to the real European Cup competition, European Football has been corrupt since they introduced seeding systems

As with everything else in life, man is naturally a self-serving money-grabber, create an organisation (FIFA) that doesn't care about this and even seems to encourage it and what does anyone expect?
The sooner someone (preferably a major government) stands up to the corruption that goes on in football, the better, until then noting will change and football will stay as dodgy as it's ever been.

I still hold hope for Platini. He has kept a distance from FIFA in all of this (wisely) and UEFA seem an altogether fairer organisation -- not perfect but better than FIFA.

He doesn't like England or the FA of course, but who does at FIFA anyway? He seems more willing to progress and innovate than Blatter and the rest of his mob, and I think he may be the best hope for football at the next election for presidency.
