Personally I'd say the top was better as you're still getting a game changer in Yaya, Alba is up there and improving as one of the best in the world at LB, Di Maria's a slight improvement on Nasri as well.

It does though very much depend uopn how you and the majority of the others in the league base their judgement of players.

I'm one that very much is a form based manager, I look at how a player has performed over the course of probably the past two seasons but taking into account their peak prior to that. Others look more at the player in their prime.
Good example of it is Cambiasso that's in the 2nd deal, in his day a fantastic player, is he really still at that peak though? No, yet a number of managers would still rate him amongst the best in his position.
Other managers also very much have bias towards some leagues over others and until a player from a league outside of that comfort zone makes it in the league that know they simply fail to appear on their radar for ratings, Hazard, Kagawa, Hummels and Cazorla are great examples of this, number of times I preached over those four prior to moves to the Premier League or a decent performance at the Euros only to be told 'they're not done anything of note yet'.

Ronaldo >> Sanchez (though Sanchez is a good replacement)
Torres <=> Soldado - really don't know which way the wind blows on Torres, he plays well for a couple of games and it's the 2nd coming and his rating rockets again, Soldado is meh to me, the Darren Bent of La Liga
Silva > Navas - though I'm a huge fan of Navas, Silva offers more though
Moutinho > Milner - Moutinho needs to move in RL though.

I don't think Hart's been that amazing of late domestically either, his form has certainly dipped recently, same with Kompany.

I agree that lately he hsant but for what he has achieved this year, he was exceptional.

Most City players have been average even though Silva has been injured and wacky Mancini amazingly seems to start with Mario in front of the brilliant Aguero.
