Teams can make ONE foreign bid at a time.
To make a bid, managers are to make a cash offer on the foreign transfer with funds that they already have in their respective budget.
BIDDING GUIDE:
Standout player in position (Carter/McCaw) - £30 million
World Class player (Top 3/4 in position) - £25 - 30 million
Top International - £20 - 25 million
Top league player - £15 - 21 million
This a ROUGH guide, bids are done on individual cases.

Ok thanks Fluxy. In the interest of fairness, are you sure I'm on 24m, I think I should be on 14m given I had 72m after your bonus, and have paid 23m for Robshaw and 35m for Piutau

I would like my bid for Wade to be accepted first mate.
And on a serious note I think you should be looking at other players before I would accept this. Especially forwards and not more backs, if you don't want to keep getting humped every week.

Mate you've only got 3 props and you need 4 for your match squad before any injuries are taken into account. Surely you should go for a prop before a fly half who would at best be your 2nd best in that position
