Chris G not picked in WI squad against India, Who's to be Blaimed?

so the WI selectors have hit back at Chris Gayle by not picking him for the ODIs against India. at present, Gayle is the best batter available for the West Indies. when they opened with Devon Smith, they were effectively playing a batter short, as he was an absolute walking wicket if any. Barat isn't fit and available, and young Brathwaite has ways to go. Ramnaresh Sarwan has been underachieving as usual, and Chander's ODI form at least seems to have gone out. so in this context, leaving out your best batsman doesn seem sensible in any ways.
now the board is suggesting Chris G's interview in which he criticised the board as the reason. Gayle had his reasons according to him, as he, along with Chanders and Sarwan were left out in the cold with the WICB, and given that, an IPL contract that would bring in lots of good money and some cricket in place of no cricket was the next best option. the board says they are disappointed at Gayle opting for club over country.
now who's to be blaimed in this rather unsavory mess? Gayle? the WICB? or the IPL?
