Is it normal for the rules to chop and change on a whim?

Doesn't seem fair, or particularly fun.

this new annoucnement isnt fair at all guys....I saved a lot of money to go for players in the future, and now seems have been penalised for it. You can't suddenly change rules after its started...thats not fair on everyone is it.....If we'd have known about the cap on spending from the start, wouldn't have bothered saving money..

It feels like a complete snap reaction to suddenly throw in a cap of £20m. I don't really understand what it is supposed to fix.

I would be for keeping it completely as it is and waiting for a few weeks at least to see if anything needs changing.
