Stupid over-rate fines

SA have just been fined for a slow over-rate in a Twenty20 match. Fines in limited-over matches are stupid in that the spectators GET TO SEE ALL THE OVERS ANYWAY.
   Instead we have paltry penalties in Test matches for poor over rates when the fans are actually deprived of their full 90 overs.
   Of course, the key here is TV (as with everything in sport these days, it seems). Bowl slowly in a Twenty20 match and you upset the TV schedules- hence the fine. Bowl slowly in a Test and you just let down fans - and that's OK, or course.

Even with the extra half hour, we still are deprived of the full 90 overs at times.

Losing runs per over lost or dropping the captain by the ICC would solve this problem instantly.

Even some batsmen who take an age to get ready and keep the bowler waiting should be looked into.

More overs were bowled in the past and over in the allotted time, so we should not have to suffer 12-13 overs per hour now.
