The Knock On Empty The Knock On

Im completely baffled, is there a definitive definition of a knock on or is it up too the refs interpretation? Saw a bad pass from Scotland yesterday that went back but Wayne Barnes called it a knock on and in the last few weeks at different levels Ive seen balls dropped back and bounce forward given and not given as knock ons
