Jericho has proven time and time again that hes one of the best in the ring. However, hes never truely been World Champion material. He's good for a change of pace and a break from the norm, but hes always been upper mid card.

this one is difficult for me: Jericho has always been a true performer in the ring and has shown his abilities well, but Punk now (in my opinion anyway) is the best in WWE atm. But, WWE trusted him enough to carry the company in 2001 with both titles, so Y2J edges it for me
