Why not have one person PM Kamran the clubs in a random order and one person PM Kamran the clubs in random order then both post them here.
Kam can then confirm they've not been altered etc.

I'd say that was too high to begin with. Immediately Messi & Ronaldo will be snapped up and personally you'd want the top level to take a bit of time to get to.

Wrt budgets, is it not sensible to look at each squad to see how many rated (or even known) players each club has?

I barely know any Stuttgart players and not that many of my own club Schalke.

I do think Stuttgart should be replaced in hindsight, they are just too far behind the rest to catch up.
I reckon a team like Napoli etc would be better brought in.
