Definitely William Regal; Heath Slater is nowhere near the quality of Regal.

JBL says Heath Slater will be a WWE World Champion one day. And I agree.
William Regal has never been WWE World Champion. And I agree.
I think you'll find that's conclusive.

David Arquette has held a World Title...just saying.
I went for Regal due to him not only being a great wrestler but having trained some of the best too.
