He did, Courtois was preparing for his shot. It's offside over any interpretation of the rule.

Referee is there to enforce the rules, not be positive or negative.

Chelsea might not want to go to a back four after playing 3 all season. Probably bring off Fabregas for Kante or Matic and try play a bit more progressively rather than looking to counter.
