No, and as I said if the referee had penalised him I would have had no complaints. But he wasn't trying to choke him or to inflict pain on Williams. To say that a referee or subsequently the citing officer shouldn't have empathy for a situation when making a decision is wrong. That Williams was goading him and getting into his face is a relevant factor.
So for the avoidance of doubt, Tuilagi shouldn't have grabbed him by the throat and was perhaps lucky to not be penalised. But it wasn't an attacking move, is not a red card offence and therefore shouldn't require any sanction at this stage.

You are completely incorrect retaliation is not justified for any illegal phiscal provocation let alone silly verbal goading.
As I said in my last post and another moderator mentioned before.

Why is it any different from grabbing someone by the scruff of their jersey, is just as likely to choke or cause harm as what Tuilagi did. If Williams was in any danger I doubt he would have been laughing in Manu's face
