They can't. PRL runs the Prem. Now they are down to 10 clubs and with the latest TV deal having been lowered by TNT they are barely limping by on 10 clubs. They won't vote to increase the Prem for at least 2 years until the next TV deal. Even then the RFU must have to start promotion from the bottom because if they parachute them your basically saying its ok to break the regulations.....They may get a boost into the Championship at best and that's probably a couple of seasons as well.

At one point there was a proposal floated that London Irish, Wasps, or Warriors could come back - with proper and sound financing - into the Championship.  I don't know if this was  the final decision or whether this was just a proposal.  It has seemed to me this was kept somewhat opaque by design.

Apparently London Irish still have a debt load of approximately £30 million. And that would need to be reconciled as part of any transfer of ownership.
