yes, its because its to keep things work friendly so does not go on until after 5 atleast if something is on.
this combined with most admin (who have the powers to turn box on and off) have jobs of there own so are not around to mod it all day

Can I make a suggestion please.

I know I don't go on it much but I feel the chat box is on too much and should only be opened for really massive events such as Semis and Finals of Football, Rugby, Tennis and so on.

I don't think it should be opened during normal league matches or group stage champions league. An it probably help the Football Forum but like I said I'm not a big user of chat box so ignore my opinion if you like.
