I would rather postpone those matches and try to get a new manager in, and get them to submit tactics asap.

People have also begun submitting their votes for results in my league and your league.

They are PMing their votes for your league to me, and their votes for my league to Viva. Once we know what is happening with the missing tactics from Viva's league, they can send their vote for these to you.

That way, you, me and Viva split up the calculation of results.

Injuries would normally be today, but so would lawyers. I would say if stretched for time, prioritise lawyers and then injuries second

There are 2 rules in cups - you must have 3 x domestic players (qualified to play for England in your case) and 3 x U21 players (born on or after 1st October 1990)
