League tournament

I would like to see a league tournament installed so that we could see every two years which league Europe is the greatest. Obviously this would consist of Spain vs England over recent years but may change over the future years with the Russian League having financial backing and perhaps other leagues looking to improve; Bundesliga. The rules would state that any player currently playing in the league (regardless of Country of birth) can represent the team even if they have agreed a transfer to another league.

In my plan there would be twelve leagues represented with the biggest four leagues based on coefficient being separated into four groups of 3. The Countries included would be: England, Spain, Germany, Italy, France, Holland, Portugal, Russia, Scotland, Turkey, Belgium and Greece.

So the tables would look like this:

Two teams could qualify from each group giving us a similar route to the Champions League but with one less team in each group and less groups. The competition would be played in a different European Country each time its played with that country automatically qualifying. The Manager would be the national team manager with 25 man squads for each team.

It could take place instead of the European Championships and their could also be qualifying rounds for the less rated teams in the UEFA coefficient. With the 'Big Four' qualifying automatically; though the 'big four' could change over time.
