According to Teddy - Cus knew he was dying and didn't have long left - and wanted one last HW champion before he died. He knew Tyson could do it and so wanted all the shortcuts to Tyson's moment of glory - which included undermining (and in the end firing) Atlas and allowing Tyson to run riot and believing his own hype.

Had Tyson been 10 years younger - arguably a different story.
